.pkg refuse to open in Installer! Help!

This is what it look like on all my .pkg files. When I choose "Installer" from the list and then click "Change All..." It just goes back to "Not Applicable"..

I can however change it to open with Installer for that particular file.

I've tried trashing different preference files, but no luck.

Any body know what to do?
