System Prefs ("Users" Pref) Unexpectedly Quit?

FP iMac 800, 512MB RAM, 60GB HDD, OS X.1.5

I have several users set up on this computer, two of whom are admin users. When I access the "Users" prefpane in System Preferences, and click on the button to "Edit User" or "Add User," System Prefs unexpectedly quits every time. It does it with both admin users, but not as root. It even happened when I created a brand new admin user. I've tried repairing privileges, fsck, and running DiskWarrior. It is behaving like a permissions problem, no? But like I said, repair privileges doesn't fix the problem.

I'm continuing to research this but would appreciate any input anyone has.

For me, my Accounts pref pane has disappeared. I've got some sort of corruption. Also, sys prefs shows 2 Universal Access panes. (1 in System, 2nd in Other) Both of which function properly. The pane is in my system preference panes folder but...

Also, now that I think about it, my system's not waking from keyboard/mouse occasionally within the last 3-4 days. Only from the power button. I'm hoping that a restart, fsck and or prebinding may resolve this.
