Why does Airport hang?

I have a problem with Airport when the internet connection goes out but the signal is still present and if I try to turn Airport off and turn it back on again the system freaks out and hangs and it seems to affect the finder too.
I thought OSX was able to avoid other apps bringing the whole house down.
Whats going on!
