Is it normal that I can only read files accessed from a ftp server through the Finder?
A bug or a feature?

I once heard some rationale behing it, but I can't remember if it was official Apple or just conjecture.

Conjecture. Its a bug that still hasn't been fixed. Here's hoping for a fix in 10.2.4

that would be a nice bug fix, as of right now I still need my windows machine to upload stuff to ftp for my website ASAP. dreamweaver uploading is really slow, at least for me.

Why not use an FTP app? There's plenty around...
Even faster and more powerful (but less intuitive) is FTP through the Terminal, which is what I use.

I can highly recommend Interarchy as a FTP program.
But yes it will be nice when I can mount unlocked FTP disks on my desktop as well.
Strangely the FTP client in GoLive seems to work far better under X then it ever did under 9.
