here's my uptime:
3:07PM up 3 days, 3:03, 2 users, load averages: 0.42, 0.42, 0.46
Are they high/low load averages? What do they measure?

The first is the load average of the 5, 30, and 60 seconds. The load average is the number of jobs waiting in the job queue. Numbers below 5 are not all that bad on a workstation when you're running a bunch of active processes. Usually though you're going to see averages below 1.

No, they are over the last 1, 5, and 15minutes.

Your assuming all those applications are written correctly to use very little CPU when they are in their idle loop.

no no no.
the load has nothing to do with percentages.
it's a number showing how many jobs that are in the run queue of the operating system.
on a desktop machine running a window environement (in this case Aqua) 0.2 to 0.4 while idle is pretty average.
with stuff like VPC or DVD playback expect 1.5 - 2 loads.
I've seen servers that are taking a pummeling of corrupt TCP packets at 100 mbit/sec running at a load of 900 plus it took 3 minuites to login via ssh but was still responding.
of course the higher the number the more work the system is doing.
