can't download Safari

I am trying to install Safari from Apple's website and can not. After I hit download the Safari.dmg appears on my desktop. I double click that and all that happens is it says "mounting 'Safari.dmg'", but nothing else ends up happening. The progress bar just keeps going and going and going.
I am running OSX 10.2.3 and I have tried this over and over.
Any suggestions?

Do you have a previous version installed?

Any problems printing, classic, software update?
If you installed the original Bata of Safari you need to open up the Terminal app. And type:
sudo ln -s private/tmp /tmp
or cut and paste and hit enter. Enter password and restart.

Yes I did. I thought I was just updating it. I have since deleted everything Safari and tried again. It still did not work.

Now that you mention it. I can not do a software update. It says "An unexpected error has occurred". Then about a minute later, it says "Software Update ran successfully".

A restart is not necessary.
