Here's my story:
I've sold my Titanium500 for a more portable 12", but the guy who bought it decided to not format the HD to don't lose all the upgrades I did (10.2.3) 'couse he doesn't have a fast internet connection.
The problem is that I created a new Admin User and from that one I've deleted mine, but he still doesn't have all the permissions, for example he cannot move or delete a program installed with my account (he is registered as ROOT).

How can I solve this problem without formatting?

PLEASE help me, that guy is calling me EVERYDAY! I'm going crazy :-P

Try BatChmod. (versiontracker)
I have two users with admin privs, and I sometimes have to change the Group to something shared by both, such as admin or staff, and the group write permission to '+'.

Or I guess you could just change your phone number. [/lame joke]

Could you use Carbon Copy Cloner? Then erase and reinstall. Drag in apps or whatever he wants to keep?

Changing all of the permissions sounds like an unsurmountable and time consuming chore. For your peace of mind, get it over quickly.

tell this guy to get the updates from apples website, he only needs to get them once.
even better, you could get them for him, burn them to a cd and tell him to reinstall.
