no more 'Accounts" icon in System Prefs?

My main admin account no longer has the "Accounts" icon in the system preferences app, but root and other admin users have it.

I tried re-toggling the main admin user's permissions as root, with every possible combination, searched through plists, and even double clicked the .prefsPane file (worked for root and other admin users).

Anyone here have this problem and know of a way to get it back? I don't want to have to log out and log back in as root every time i need to tweak users.
