3 times now while using Safari (may not like 10.2.4?) I will looe the ability to scroll with my mouse. Then seconds later I will lose the click ability from my mouse. My mouse still has focus and move across the screen, but i can't click anything. The workaround was to unplug and re-plug the mouse.

So it's 10.2.4 related to eitehr Safari, USB mice or the Logitech software.

Anyone experience this?

Nope - although I downloaded the update to 10.2.4 just about 30 minutes ago. How soon after the update did this happen to you? And have you installed the Safari Update 2-12-03? (1.0 Beta (v60))?
PBG4 12.1/867/640/60G/SD/AP - to early to say whether :) or :(
