I can create Speakable Item scripts that do what I want. But if I ever edit one of the scripts, they no longer fire. Speakable Items continues to show that it recognizes the phrase, but nothing happens. Speakable Items still works for standard phrases; or newly defined phrases. The scripts are edited in script editor, saved as compiled scripts, etc. They are in the right place. When run from script editor, they are still functional scripts. Seems like a preference file somewhere must get confused. I have replicated this on several different computers now. (iBook 600, 10.2.4; iMac G3 20.2.3)
