I just upgraded my dial-up internet service to high speed cable. I am always connected...should I turn on the built-in firewall feature? If so any suggestions on configurations? Also any drawbacks?
Does your router have a built-in firewall? If so, then that is enough. If it doesn't, then you should turn it on. If you don't know, then you should probably turn it on; better to be on the safe side.

Agreed. Never know what goes lurking on there in the world wide web. Mine is on all the time. I'm using Netgear Wireless Router MR814 and have had no trouble. Have had the same setup since November 2002. So far so good.
I second CraigC's question. I know on the 10.2.* Server version that the rule hits show up in /var/log/system.log under IPFW, but no joy on 10.2.* Client. Is this a setting which needs to be modified to enable logging at all?
