Yes - it is a know problem with Preview.
No - it has not been fixed in 10.2.4.
Depending on which 'printer' you use to 'format' the page in Page Setup, Preview will get the page order wrong. Frequently it will 'print' a multi-page pdf in the order... 2->last page, then the first page. You can demonstrate this bug by 'previewing' multipage pdfs printed via Preview. Look at the Thumbnails. One reason some people say it doesn't happen for them is that this bug does not manifest itself IF you allow Preview to use the "Any Printer" in Page Setup.
BTW Preview also does _not_ print pdfs to the right scale:( It shrinks pdfs to fit within the margins defined by the printer in Page Setup. You can demonstrate this by recursively Print>Previewing the same pdf. It will eventually get as small as a postage stamp 80
