won't erase/format cd-rw?

Has anyone had the problem of not being able to erase or format an already used CD-RW disc? Whenever I try to format mine, it acts as though it's complete (the progress bar moves from 'starting' to 'complete'), but when the disc is remounted, the data is still there!
Thoughts, suggestions, comments?

What are you using to erase the disc? Are you doing a quick or complete wipe?

The standard Disk Utility program on OS X. I tried both quick and complete wipes with the same result. Both took roughly the same time, though, which leads one to believe "complete wipe" was doing as little as quick wipe.
Also, the media is Memorex 650 MB CD-RW (rated to 4x) and was burnt/used with peecees. My computer's a TiBook 867, standard configuration.

It should take a lot longer using a "complete wipe" vs. "quick wipe".
Apple Help files...
"some software for burning media files on CDs can write data on the disc only once."
Maybe this is the case.
