Simple Question Regarding Energy Saver Panel

I was wondering if each user can customize the energy saver panel and also what settings are used by the operating system when a user has logged out?

I did a simple test. Made two new users: one with administrators access and one without.

The admin can, once logged in, change the settings in Energy Saver. Once logged out, these settings remain. When logging in as another user, these settings are in force.

The normal user, without admin access, cannot change these settings without having access to admin password, which this user normally does not have.
