In System Preferences, I checked Character Palette and then the icon appears on the right of the Help menu. When I click "Show Character Palette" nothing happens. What's wrong?

I am not sure exactly what it is you want to happen can you elaborate?

BTW you are refering for the option in the International pref panel.

I activated it, an additional drop down panel appeared next to existing menu items in the top menu bar.

Selecting Show Character palette, brought up a floating window that works alongside the current app.

A whole host of catagories are avialable - this is really cool

Examples are:
