I want to hook up my hp photo smart 1000 to my new 17" PB. How do you install drivers on os X? Are the USB ports on the powerbook powered?

you can just download the drivers from the HP website (better idea than installing them off the CD since those might be out of date).

It might just work without installing particular drivers too.

And yes, the USB ports are powered, but I don't think they have enough power to run a printer on (and I don't think most printers are set up for that anyway)
