No, I just want to reset the password of a specific user. Should be possible since I am in root and the user is only an admin.

Any admin user can change any other user's password on OS X (including root). Here is one way to arbitrarily change a user's password:
sudo niutil -createprop . /users/username passwd "`openssl passwd thePassword`"
