Changing default settings for new network locations created by OS X?

Hi everyone,

How do you modify OS X so that when you create a new network location, that certain settings are always created along with that location? What I would like done is that every time a new network location is created in OS X, that the "Wait for dial tone before dialing" setting for the modem is always *unchecked* along with error compressions being unchecked.
