Q for ppl who use OSX in other language

Hi, I use OSX in chinese, and I have a question, is there a way I can make it so certain apps work in another language instead of the one I am using for the OS without deleting the language files in that application? Specifically, In mail.app when I reply to people's email, mail.app adds all these chinese characters to the email that makes part of the emails come out as trash on other clients, so I want mail.app to use the english settings. Also, sometimes I don't like how an app was translated so I would rather just use english.
I'd appreciate your comments.

Solution 1:
Control-click (or right-click) the Mail.app icon and choose Get Info. In the Info window, click the triangle labeled Languages. Then uncheck the boxes for every language except English. Now Mail will run in English.
Solution 2:
Open System Preferences. Open the International preference panel. Click on the Input Menu tab. Check the box that says US or British or Canadian. Now when you want to write in English, press Cmd-Space until you see the US or British or Canadian flag in your menu bar at the top of the screen. You will still be using Mail with Chinese menus and so forth, but your email should look all right when you send it.
[Edit: Corrected the error kindly pointed out by Developer below (so his post no longer makes sense  ) and removed my remark "probably better" from solution #2, as it seems not to address the problem at hand after all.]

No, this is unrelated. The Chinese characters he's referring to are automatically put in by Mail.app for "to," "from," "subject," etc. Changing the input method does not affect this. Besides, English input is available by default when OS X is in a non-Roman language.
Your "solution 1" is the correct one.
