Which System Pref. settings are system-wide, and which are local to each user?

Hi everyone,

I am trying to figure out for each pane in the System Preferences account, which settings are the same for *every* account that logs in (even root), and which settings are local to each account and can vary from account to account?

I know that it seems Energy Saver is system-wide, but Software Update is local to each account.

You can tell which are system wide - because they require authentication.

Do you mean by this that it is global, or specific to each user? My experience is that only monitor position on my dual-monitor setup is retained between users. One user uses a lower resolution and lower number of colors, but when he logs out it resets to the "default" settings.
