How do I cap my upload bandwidth?

I need to slow down my uploading in OS X because of a new university policy that requires users only upload "one file at a time" but in reality means that if a user uses too much upload bandwidth a light goes off in the IT department and they send you an email telling you to stop, the third email results in them putting a 2 way bandwidth cap on your account.

So basically I want to get around this. I am using bit torrent a lot recently to download live concerts and I would really like to be able to download them without a hassle but bit torrnt works so that users who are downloading are also uploading at the same time. I am currently doing 32.3 K/s down and 21.6 K/s up. I would like to lower that up to under 10 so that I don't bother the IT department (I have already had 2 bandwidth warnings for other things).

Is there any way to cap upload bandwidth? Any software that can do this easily? Thanks.

I just installed Carrafix for controling my Bittorrent stream, and it works awesome !
