Installing keyboard layouts in Classic?

How can I install additional keyboard layouts in Classic environment while booted in OSX?

I tried dropping an aditional keyboard layout onto System folder -> System but it doesn't work.

I have read that it is not possible unless the computer boots in Classic.

The trouble is that I am using a 17" PB which cannot start up in OS9.
