Any way to make only *certain* system prefs user editable?

Hi everyone,

Is there a way to modify the panes in System Preferences to make some of them editable by a non-admin user?

I would like users logging in as non-admins to be able to fully edit the Date & Time system prefs pane, i.e. change time zone.

Do I just find the ".pane" file that corresponds to Date & Time and give full rights to it, or is there another way, or is it not possible?

...probably not... There might be a way to do this still in Macintosh Manager, but I have not had a good look at it since AppleShareIP (MacOS 9.x).
