Is there a way I can get a legitimate copy of panther beta or is it merely the WWDC attendees who get copies?

If it is only the wwdc attendees that have copies, is there any reasoning behind apples decision to do this?

how would apple benifit by joe shmoe getting a copy? that seems like reason enough. developers need copies for obvious reasons.
