I assume you mean Panther? Did you mean to put this in another Panther thread but you hit the wrong button?

I've seen other reports of this, but haven't witnessed it myself. (not panther)

This happens on my computer with jaguar. Submitted bug report last year. Other bug not to be fixed that also happens with jaguar is right click to empty trash on icon does not ask are you sure you want to throw this away? Doesn't ask even if the preference is checked to ask. Bugs I've learned to live with...

Well, I thought it was a result of the fast user switching. I don't know why it would happen in Jaguar seeing that the recent items is stored in a plist in the each user's Library. That's why I assumed it was Panther.
However, if it's a known bug then I'm wrong.

Never seen that happen. I’m runnning 10.2.6 with four users and have never seen anybody else’s Recent Items in my own Apple Menu. It sounds like a corrupt preference, to me. Maybe you accidentally deleted something from your users’ Library folders and it’s defaulting to the generic Library folder?
Also (mostly out of curiosity, but it could be relevant), what kind of computer is this happening on?
