Can another account on your osx computer utilize (make playlists, burn, ipod use etc) mp3's from another account? Ie: can adminstrator use another users music directory and vice versa?

If you wanted to use another user's music folder you would have to add yourself to a group that has read permissions to that folder. Alternatively, you could just use a public folder not in the Users folder.

Put the iTunes music folder into /Users/Shared/Music/ then make a shortcut to that folder in /User/MyUserName/Music/ and it works fine.
I do that with iPhoto and it works great.

or put in in the /Users/Shared folder (and again, make sure it is readable by all relevant users)

If i do that and open iTunes, it'll automatically have those mp3's in the list of songs (library) or will it copy all the songs into it's own itunes Music folder again? I just don't want to be taking up double the space.

Make sure each iTunes user's preferences point to the same music folder and you won't have to worry about that.

Keep that option unchecked.

This is a simple, but flawed solution. It doesn't combine the two 'Library' files if user A adds a song to there Library it won't appear in user B's iTunes, even though it's in the 'music' folder.

If you want to share libraries completely, just make aliases to the ITunes Music Library file for each user and replace their original file (in their own Music folder) with the alias to the shared library file. Works great.
The only problem is that if one user adds a song, another user can't change the ID3 tags.
