There's plenty in the UK. I'm on Freeserve, which I wouldn't recommend anymore (it used to be good), but there are still plenty of others.

What the nerd community most often fail to realize is that all features aren't equal. A well implemented and well integrated feature in a convenient interface is worth way more than the same feature implemented crappy, or accessed through a annoying interface.
I used Earthlink when I had a dial-up connection. To be fair to them, on very rare occassions was I ever dropped or had problems connecting. It was not the cheapest service but it worked very well for me. Customer service was SO much better than AOL -of course that's not saying much at all.
