Having trouble connected to a network, I thought I'd tap in "traceroute" to the Terminal... and nothing! The terminal didn't recognize a basic command!! What could be happening? Is this an enormous problem at a very fundamental level?

Not really. Traceoute is available in the Network Utility in the Utilities folder.
In addition, traceroute works fine for me in the terminal. (10.2.6)

or he might not have /usr/sbin in his path (I believe Apple changed the shell init file locations a few version ago, he might just be finding this out...)
