Do the 7B39 allow us to burn cds by using disk utlitiy or ToastTitanium 5.1.4?

All the Panther builds support burning with Disk Utility.

The same way you did in Disk Copy. Also, the seed note for 7b44 tells you how to burn the CD in either Jaguar or Panther.
