Anyone have this problem? By looking at process viewer the dock every few seconds takes up to %80 processor usage. This is ANNOYING. Is there anyway to bring it back down?

Are there any apps open? Have you logged out and in to see if the usage persists? Dock's CPU % is so low it shows zero for me.
Do you have any apps that modify the Dock process or standard function? What third party apps or haxies do you have installed? Most of these may change the function/appearance as advertised, but are poorly written and consume mucho resources.

Think of it this way:
The CPU can only do one thing at a time. The fact that your machine can multitask is really just an elaborate illusion. It switches tasks so fast, "do a little of this task, then a little of that task" that you really don't notice. So you could think that every task takes 100% of the CPU for short periods of time. Considering that, 80% is not so high.
Seriously, don't worry about it...UNLESS you are having problems with the machine.

That's more of the idea behind OS 9... OS X can do one operation at a time, that is true, but as soon as that one's done, it can do one from another application... And with modern processors you can do what 4 million operations a second? 80% just means that only 80% of the cycles were being used that second unless I'm mistaken.

try trashing your Dock preferences and log back in.
if the problem continues, try making a new user and see if it goes away, if that's the case then you know it's some setting in your user's home causing it.

I can't tell if you're making some kind of point, or just trying to be funny but I think you are really confusing the issue. I can't type and scratch my nuts at the same time either, but I didn't use 100% of my physical and mental strength just now when I just paused from writing this post. See, just made a point AND tried to be funny.
