How does one create a user/group for a program to run as under OS X?

I'm installing privoxy (http://www.privoxy.org/) on my system, and it says to create a locked account (ie. can't log into it) named 'privoxy' and a group named 'privoxy' to run the daemon and for ownership of its files.

How does one create it under OS X using NetInfo Manager?

There is a prebuilt OS X installer for that.

Basically you would go there, copy one of the exising users/groups and make the appropriate changes. make shell = /dev/null and the user can't log in. You would just need to care about the user and group numbers.
But if there's an OS X installer it's probably easier to use that one.
