This is strange, the Services menu's submenu is only working in a few apps and in others, Mozilla, the Finder, Stickes, and bunch of others I do not get a sub menu with I choose Services from the Application menu.
In other apps, Mail, Suitcase, and a few others it is working just fine.
I've restarted and also looked in the Services folder both in the root Library and the ~/Library.
Any suggestions…

Try making a new user, and logging in as them. That will tell you whether it's a system or user-based problem. If the latter, then maybe start by trashing ~/Library/Caches.

Services are a Cocoa thing and although carbon apps can now be coded in such a way as to access and vend services this is very unusual to find, and supposedly reasonably difficult to do. what you are seeing is the services only being available in apps which have been coded to use them. its normal behaviour.

Creating a new user does not help. Even tried logging in as root.
I've also tried trashing the caches in /Library, ~/Libray, and System/Library. I've also ran fix permission and used Cocktail to run all of its stuff.
Also I tried renaming the root Library and restarting so that the system would create a new one, but still no Services sub menu in the Finder. I've restored put my original Library.
The Finder is one of the apps that has lost its Services menu.

I know that Services do not work in all apps, but you normally do a get a sub menu even if the items are grayed out. I am not getting any sub menu at all.
It is really strange as they work just fine in many other apps.

FIXED!!!
I traced in down to one of these three items in my root Services folder, BlueService.service, CalcService.service, or WordService.service. I don't know which one actually cased the problem since I tossed all three.
The thing was that just removing them was not enough as after removing them I also had to go in a delete the /System/Libary/Cache and then restart.
Putting them back in a logging in and out would result in having to delete the cache files and restarting again.
Sorry that I don't know which one actually caused the problem, but since I didn't need any of them I threw all three away.

This is a well known Carbon bug which makes the Services menu disappear if the list gets too long. So it says in the WordService.service readme anyway.

Hmmm, interesting, yeah I have a lot of things in mine.
It drives me crazy that I can't remove stuff from it other then removing an application. I often download demos and leave them in my applications folder in case at a later time I want to give them a try, but then they add themselves to the Services menu.

Well, there's Service Manager
Hasn't been updated in a while. I've stopped using it and any other extra pref panes which I didn't feel were necessary after experiencing some problems. Doubt this was the cause, just wanted to run "cleaner" and "leaner", so to say. Can't remember if turning off some of the Service menu items brought back the menu in Carbon apps. Or it still could have been all WordService's fault.
Guess you'll have to give it a shot.
