I have a whole bunch of mail accounts on my computer. About 13 or so. And I wanna get all these accounts on to another computer, but I don't wanna have to manually create each account and set all its settings thats a pain and could take a long time. Is there any easy way? Again, I don't want to copy the mail over, just the accounts & info themselves, thier all IMAP email so the mail will all be there anyway.

/User Folder/Library/Mail/
Just drag over your IMAP account folders nested within that folder...
I would also make sure to grab the preferences for mail:
com.apple.mail.plist
From your user's /Library/Preferences folder as well...

Hmmm, I've never had a problem doing that with all my "POP" acccounts...IMAP shouldn't make a difference...
Why not just drag all Mail.app prefs and the whole entire "Mail" folder over?

I've done it with IMAP. It works just the same. Maybe it's a permissions issue. Try typing:
sudo chown -R <username> /Users/<username>/Library
sudo chmod -R 700 /Users/<username>/Library
That should repair the permissions of the entire Library folder of <username>.
