I hope this isn't too silly, but I guess I don't do it often enough. I/ve just had to save a bunch of photos from my mail account. Every time I wanted to save,(Using Preview) I had to search for the folder I wanted to save to, because I didn't want the one chosen by the save dialog box (WHERE). In OS 9 you used to be able to "save to last folder used by application" in general preferences. Is there the same thing in OSX?

Most of the applications I use do this automatically.
But even if whatever you're using doesn't, recently-selected folders are listed in the "Where" menu in the save panel. No need to navigate; just select the folder.

Yes, that's what I mean. I'd like to save to the same folder each time. But the folder displayed as default in "Where" was not the one I wanted. I would have to navigate each time.

You would have to pull down a menu and drag down an inch or two. I don't know why you're program's an amnesiac, but you still shouldn't have to navigate anywhere.

OS X Open/Save dialogs aren't perfect. Default Folder (shareware) adresses this issue, while throwing in a number of useful features.
