Want to remote-administer another mac from mine

I'm new to macs. My little brother just got a pb as well. I want to log onto his machine and modify his user account so that he can not use internet explorer/safari or install any games on his machine, so i am not going to give him an admin account. How would I do this?
Basically i want the machine to only run word processing apps from a designated user account... I think it's pretty easy, but im not sure how to log onto his mac using mine. We will both be using new AL powerbooks.

Be nice to your brother! In 10 years you will forget but he will always remember how you made his Powerbook suck. The only reason I know as much as I do today is because my parents let me go absolutely wild on the family computer. It was only so much time after I stopped breaking it and started fixing it, then other people's machines for money. I didn't learn HTML/PHP/MySQL because of close supervision and a locked down machine.

I'm not being mean. My little brother (an awesome kid) has ADD. If he has a login that will play games, he will play games. It's that simple, this laptop is for school work primarily, he will have a second account that only mom knows the password to so that he can play games when they are traveling and stuff... and when he is done with his homework, he also has a killer pc that runs every pc game under the sun. Built it myself, and he doesnt get work done when using it because he has access to all those distractions. He also agrees with this, its not a punishment, just a way to help him concentrate on school work.
and yes i know alot about ADD.

I'm not sure where remote administration comes in here...
Turn on SSH access. That what you mean?
Or... install Timbuktu or VNC or something, for graphical control... why is remote-admin necessary?
You can set up a restricted user account, and specify which applications are allowed and whatnot...
It's all in the "Accounts" section of System Preferences.
