Can I constrain the UI in OS X? Widescreen HDTV and G4 Cube problems

Is there a way to constrain the UI of the finder? I have a G4 Cube connected to a HDTV monitor. Unfortunately the video card of the Cube does not have a widescreen resolution that is true 16x9 (720p). I am still working on an ideal solution to the problem, but in the mean time I am using 640x480.
The problem is this. In 640x480 the top and bottom of the screen are cut off. Alas both the menu bar and most of the dock are cropped in this process. There is no way to adjust this with the tv.
Is anyone aware of a way to tell the OS to pretend a certain amount of the display is not there? You know... say don't use the top 10 lines of pixels.
Any help would be much appreciated. (if you know a good solution to getting a true 16x9 720p even better.

I've been requesting Apple to do a similar thing but for widescreen PAL TVs (1024x576) for some time now. I guess more people need to request it before Apple will conside it. The only solution I know of for now is to set your TV to 4:3 letterbox (black bars at the sides of the screen).

Good call... BUT... I tried switchres. It does not allow for custom resolutions. If it were not a cube I'd just drop any graphics card that would work in, but its awfully tight in there.

The problem is that 1024x576, 1280x720 and 1920x1080 aren't standard resolutions as far as computer video cards go. The question is whether the Mac's video card can be made to output in these resolutions. If so then it would be a good idea considering the amount of people using widescreen PAL or NTSC HDTV sets (and the number of people will rise as more TV programming is made in 16:9 format)
