OSX printing: Why does it [still] suck so much?

The document: a 8.5X11 PDF file that, when scaled to about 125% will fit properly on a 8.5X14 page.
The task: to scale it.
I go to page setup, and say enlarge to 125%.
I say print.
Page pops out of the printer, at normal size.
HOW DO I MAKE IT PRINT AT 125%???

On a side note, why does preview keep becoming the default program for PDFs? I setup this user with acrobat reader 5, and every time I come back preview has become the default app. I know for sure that this person is not smart enough to change it.
Rant: I've had so many problems with 8.5X14 paper, you'd think these things would be tested before release.
This person has gone back to doing most documents by hand because they need to be 8.5X14.

Perhaps I don't understand what you mean, but an 8.5" x 11" document scaled to 125% yields one that's 10.625" x 13.75". Too large for legal paper.
Is there an option where you can scale in only one dimension?

Make sure Acrobat's "fit to page" option is set to not adjust page size at all.
