Crash while updating, now just get command line

My brother attempted installing Jag last night, and while all went well with the install bad things happened while installing the updates. Apparently somewhere along the way the machine crashed and he had to reboot it.

Now when he boots the machine, the machine starts and it gets through starting all of the services, then dumps to a command line login. I've tried all of the following:

1. repairing the permissions with diskutil, and the only thing it gives me is "Disk Arb couldn't be activated".
2. resetting pram
3. booting off the cd, which doesn't actually happen and he ends up back to the same place.
4. fsck -y just returns right back to the command line

Any other ideas? Right now he's pulling the drive power, and trying to boot off the cd again, just to see if it will actually do it. The CD is recognized by the machine because he can select it by holding down option at boot.
