Would this work?
I have a G4 Quicksilver, and I was thinking of adding a new hard drive, installing Panther there, and slowly moving my applications (and related files) from the existing hard drive to make sure everything works. Can I simply copy most applications fro one drive to the other?

For the most part yes. Although some apps also install stuff in /Library/Application Support/ and/or ~/Library/Application Support/
