Does anyone know for 100% certain that if you participate in the up-to-date program the you will only receive an upgrade CD that you can not do a clean install on? Is this speculation or do we know for sure?

From what I have seen people say here that the Apple reps have said it is an UPGRADE cd.

And no DVD's

If they're charging $130 for it, it's a full install. Rule of thumb.

Well, anyone who bought a new G5 gets an upgrade CD for $19.95 if they want, as far as I know. If you want to do a clean install, you still can. It just takes two steps: Install jaguar from the software restore cd's that came with your g5, and then upgrade to panther.

Not really that difficult. And if it is, well then, fork out the full $129 like the rest of us...

All 10.x.0 versions came so far as full installs, even the free 10.1 only checked the presence of a previous version and then would do a complete install. I don't see why a 10.3 CD set should not contain a full version.

OK, I wasn't sure if it was the full install and I want that option so I called Apple and asked they first guy I talked to said "I think you need 10.2". So I transfered over to cancel my order, before I did I asked the new person one more time and she said very confidently "It is the FULL INSTALL" So I will keep my $20 up-to-date CD!
