Performance hit with multiple logged in users in 10.3?

How much of a performace hit does one see when multiple users are logged into 10.3? Say I run Seti on one account (a pretty good CPU hog) and have another account doing, say, FCP work. How much of a hit are we seeing here?

There will be a performance hit, but that's because you're running SETI and FCP at the same time, not because you're running multiple users at once.
In general, the machine should perform the same under multiple users as it would for one user running all of the apps that everyone is running. Multiple logins actually requires very little overhead. But the apps which those users run can still pose problems.

I'm more concerned with multiple users that have passwords. Say my roommate switches to another name, but leaves somthing that is a CPU hog running in his account. I can't switch to his name without his password, Is my computer crippled untill I track him down? Is there anyway to see a master list of what is running on all accounts?

in terminal:
top -au (shows a list of all processes)
sudo kill <processIDToKill> kills that program
