So what? test-cgi serves no purpose really. And, you could add it in about 2 seconds (it's a simple shell script).

Plus, by removing it Apple removes one more point of weakness for a denial-of-service attack. CGIs are obvious candidates for DoS since they spawn a new process for each request.

Test-cgi was set up to not execute by default anyway. CGI scripts on the whole work as well as ever. Maybe some day I'll share my iTunes web-based interface that I wrote
