I am trying to migrate my partner from 9.2 to 10.2 but I am having a problem with the double-click settings in 10.2. If I attempt to move a window by click-hold-dragging the titlebar, the window immediately minimizes onto the dock. It seems pretty clear that the OS is interpreting my click-hold as a double-click.

I have tried to change the double-click settings in the System Preferences but that did not help. And in 10.2 there is no place in the System Preferences to turn-off "double-click titlebar to minimize" (I understand there is in 10.3 but I we ain't there yet .

I would think that all of these low level settings are available somewhere in one of these XML .plist files in the Library/Preferences folder but I have looked at the obvious suspects and have not had any luck.

So... Does anyone know which .plist file(s) in 10.2 contain the settings for defining a "double-click" or the switch for disabling "double-click titlebar to minimize"?

What kind of machine is this on? Just wondering. If a laptop, are you using an external mouse?

The machine is a Quicksilver tower and we are using the standard Apple USB mouse....

Err... options to turn off double-click minimization have been around since 10.0.0. They're in General preferences. Also, no double-click interval should be short enough to treat a drag as a double-click, so I suspect there might be something else going on here. You say it consistently does it when dragging windows; how about dragging icons on your desktop? Does it launch the program as you try to drag it, or does that work?
Also, don't rule out the possibility that it might be something physically messed up about the mouse; try really pressing the button down hard as you drag and see if that fixes the problem (if so, go get a new mouse).

This started to happen to us on our iMac. We think it is a bad mouse. Back to using the hockey puck for a few days....will see if anything changes with Panther on friday. If not, new mouse in the house!
