Safari no longer works after I upgraded my comp to 10.3. Also after downloading safari from Apple's site, the installer just hangs. Any suggestions?

Did you do the upgrade option? If so, try an archive and install.

I believe that a lukewarm barium enema will fix this problem.

The installer from the Apple site for Safari is only for Jaguar. You really don't want to install that on Panther, you might end up overwriting parts of the system you really don't want to overwrite.
Try using something like Pacifist to grab Safari off the Panther install CDs, but it may not help as much of the Safari rendering engine is contained in various system frameworks.

I also noticed that Disk Utility doesnt launch for me either. It works when I launch it off the panther cd. I scanned my drive with it as well as fixed permissions and still no go.

Might help someone to come up with ideas for you if you described your HARDWARE (cpu, drives, usb attachments) - and mentioned any haxies you have installed.

no haxies installed. New AI 15" Powerbook
....I managed to fix the problem. I created a new user account, gave it admin permission, moved all of my important documents, backed up application support and other preferences from the user library and moved them into my new user account folder. Then I logged in to my new account and deleted the old one. Everything Works now.
