Changing languages between users

Is there a way with panther that users can specify which language they want to use? Say if you have a friend that for example speaks German then you can set up a profile for him and he can use the system comfortably.

Yes, as long as you installed the languages (which are by default). Each user just needs to set their language in the International pref pane in System Preferences while logged into their account.
