I'm trying to burn a .dmg file to a CD with a WindowsXP computer using Nero. However it does not recognise the file as a CD image. Is there a way to get WinXP to recognize the file type (and mount it), or a way to convert the file in MacOS X 10.2.8 to format that WinXP can use?

I tried the hdiutil command with your syntax and also with the syntax listed in the man pages, but in both cases I just got a copy of the original file. The utility also appended a .dmg extension to it (the man page says that it's supposed to append .toast to the end, so this seems odd).

The syntax in the man page is
hdiutil convert imagefile.dmg -format UDTO -o imagefile.iso

They way I usually do it is to convert the image to 'CDR/DVD Master' on the Mac and then change the extension from .CDR.DMG to .ISO and Nero then recognises it as an HFS+ image.
