new folders don't inherit parent's settings

I recently jumped from OS9 to 10.3, so I don't know when this behavior first appeared. I typically use list view for folders. In OS9 when I made a new folder within a folder being viewed in list view, that new folder would by default open in list view.

Under 10.3 every new folder opens in icon view. Under finder prefs I can change that to open a new folder in column view. But not list view. And I wouldn't necessarily want every new folder to open in list view anyway; I just want it to look the same as its parent.

Is this just The Way Things Are now, and I should deal with it? Or is this an abberant behavior that should be changed...?

The finder in OS X has sucked since 10.0, and (I feel that) it will keep on sucking, as well.

Aberrant, yes.
The finder has a ton of functionality like networking, disk image mounting, handling tons of files, etc. So perhaps user interface development is not a top priority for the relatively few developers at Apple.
