I am truly very sorry to tell you this, but you
need to get a more recent version of Mac OS X. 10.0.x was
not a good version, and was only used by early adopters, nearly all of whom upgraded to 10.1.x as soon as it came out. No one uses it anymore.
As a consequence, no developers bother to test their apps against 10.0.x, and many of us use API's that were introduced in later versions, so you are very likely to find that a lot of software requires 10.1.x or higher (or, quite often these days, 10.2.x or higher).
I am almost positive that Safari will not work in 10.0.x.
I am unsure about your .dmg problem, but it is possible that the dmg format could have changed in one of the later versions - I don't remember. If it's not that, then it's probably a corrupted installation of OS X. In either case, your best bet is to upgrade.
Mac OS X 10.3.1 is the latest version. It costs $129 retail. If you are a student or a teacher, it is $69. This may seem expensive, but trust me,
it is worth it. In addition to being compatible with a lot more software, 10.3 is
much faster than 10.0 - there really is no comparison. The interface is also ridiculously better - it is so much more pleasant to use than 10.0 that once you make the upgrade, you will not be able to imagine using 10.0.
Run, don't walk, and upgrade to 10.3.
Sorry to be so brash, but this is just the naked truth. Ask anyone else around here, and you'll get the same response.
