I've found a number of features that seem to have suffered in Panther. I'm submitting them all to Apple's Feedback page, but I thought I'd list them here just to make sure I'm not the only one experiencing them.
* The eject button in the favorites bar on the left-hand side of Finder windows is really flaky - when I click eject on my compact flash card, it doesn't do anything, but just puts it away eventually - but I can still keep clicking eject even while it's ejecting it. The eject button should really change to a busy progress indicator.
* Shift-tab to change the focus in Mail.app is non-functional in 10.3. You can't go from the Subject field back to the To: field easily by hitting shift-tab.
* The focus of a folder's name *never* is editable right after creating it - this is a real step backward from even Mac OS 9, not just 10.2. However, 10.2 sometimes let you edit it right away without having to click on the folder's name or pressing return.
* When a file or folder is selected in the Finder, pressing Return to edit its name results in an annoying pause before I can actually start entering text to change its name. Very anti-productive.
Does anyone know how much Apple looks at the feedback they get from the Mac OS X feedback page? Or even how many feedbacks they get in a typical day/week/month? I'd like to think I'm helping shape Mac OS X for the better when I submit feedback.

Hey, the folder renaming thing irritates me too. I'll make a new folder, then I'll start typing a name, and then I'll look up and discover that it wasn't selected for renaming upon creation, so what I was typing was just jumping me around the folder as I typed. Then I have to go find the "untitled folder" again and try again. Very annoying.

Definitely leave feedback for Apple so they know this is horribly annoying

I find the Panther finder eject button to be very responsive -- I've never waited longer than a second or two for anything to eject. (disk images, CDs, usb memory card, etc.)

Shift-tab in mail works fine for me in Panther.

I see this pause. Didn't really think much of it before you mentioned it but I can see how it could be annoying.
All of this is on a TiBook G4/800 with 10.3.1. Panther was installed from a fresh wipe of the hard disk. I have no idea what's going on with the original poster's system, but at least on my system I don't have most of those problems so it doesn't seem like they are something intrinsic to Panther.

Hmm. On my G3 iMac running 10.3.1
Archive and Install preserving users and network settings from 10.2.6:
I occasionally have the eject button problem. This is rare, however.
Shift-Tab works for me in Mail. I can be typing in the message area and Shift-Tab all the way back to the To: field if I choose to do so.
New folders' name fields always have focus for me. Whether I right-click and select new folder or hit Shift-Command-N or go to File -> New Folder.
There's a less-than-one-second delay for the name field to be editable when I select an icon then hit Enter. But there is a delay.
Before you go filing bug reports to Apple:
As d4nth3m4n suggested, perhaps a permissions repair is in order.
You could also login as another user (create one if necessary) and see if these problems persist.
When you went to Panther what was your Install method?
Upgrade?
Archive and Install? Preserving users and network settings?
Or did you back everything up, do a fresh install then migrate everything back?
Have you created your own keyboard shortcuts in the Keyboard System Preferences Pane?
Are you using an Apple keyboard/mouse or third-party? Are you using the vendor's drivers?
As you can see some more info is needed if you wish assistance in troubleshooting these issues…

Folder names are always selected as editable on creation for me.
Tab/Shift Tab work for me for changing focus when composing emails.
I've not noticed the eject error.
I installed Panther using an upgrade install over a relatively recent (< 1 month) Jaguar install on a 17" PB.

In a finder window:
Column view: folder name immediately editable-- after naming and hitting "return," folder no longer selected.
List view: folder name immediately editable-- after naming and hitting "return," folder still selected.
In icon view: Folder sometimes immediately editable, sometimes not. Seems random. Folder remains selected.
On desktop: folder name immediatley editable, remains selected.
The thing that bugs me the most is having to hunt down the folder I just named in column view. It starts out in the "U's" then dissapears, if you re-name it something with an "A" or a "B" and you have to scroll up to find it.

I don't experience any of the problems you mention, I am running 10.3.1 (build 7C107) and all is as it should be on my iBook/600.

Just tested all of these issues on a 12" PB (archive and install). I've got none of these problems.
The eject button ejects a CD about 1 second faster than using the Keyboard button. Maybe Apple should have the eject graphic pop up when you press the finder eject buttons?
Shift-tab works fine in Mail
New Folders are instantly editable in all views.
Hitting return makes files editable in less than 1 second on my PB.
