I burnt a disc using Panther's Disc Utility (a cd-rw). It shows up in the Disc Utility window, but not in the finder. I tried it a couple of times with a few different discs with the same result.
Check your Finder preferences. Do you have it set to show CDs in the Sidebar (Sidebar tab)? Do you have it set to show CDs on the Desktop (General tab)?

The same happen to me on 10.3 but
10.3.1 burned it fine.
